The
war caused unprecedented movements of people. Workers flocked to cities
and towns with war industries. Clerical workers swamped Washington, DC.
Wives and sweethearts of recently-enlisted men followed them to
training camps and embarkation points.
The existing housing stock was insufficient to accommodate these vast
numbers
of people.
